Belgium to some extent is a VOLUNTARI belligerent- not
entirely voluntary perhaps, for the chances are that she would
have liked to stay out altogether but voluntary in the sense
that she was offered two alternatives, weighed then, and decided
that her best chance lay in taking sides against Germany. Just
as Germany's opponents followed the rule of self-interest in
wanting Belgium to remain neutral (because it was to their stra-
tegical advantage for her to be neutral), so did Belgium follow
what she believed to be the rule of self-interest in becoming
a belligerent.

combination now existing (but which has no assurance or even pro-
bbability of long continuing to exist) wants it that way as
